Action Plan for implementation of the State’s strategic course towards obtaining by Ukraine of the full membership in the European Union and in the North Atlantic Treaty Organisation

European and Euro-Atlantic integration matters

In order to ensure the irreversibility of Ukraine’s European and Euro-Atlantic course, based on the third part of Article 102 of the Constitution of Ukraine, the following is hereby resolved:

1. The Action Plan for implementation of the State’s strategic course towards obtaining by Ukraine of the full membership in the European Union and in the North Atlantic Treaty Organisation (attached).

2. The Cabinet of Ministers of Ukraine shall ensure the following:

implementation, in cooperation with the relevant state authorities, of the Action Plan for implementation of the State’s strategic course towards obtaining by Ukraine of the full membership in the European Union and in the North Atlantic Treaty Organisation, as approved by this Decree, and informing, on a quarterly basis, the President of Ukraine of the status of its implementation;

reporting on the implementation of the aforementioned Action Plan within the prescribed time periods.

3. The secretary of the National Security and Defence Council of Ukraine shall: ensure the consideration at the meeting of the National Security and Defence Council of Ukraine in May 2019 of the issue of carrying out separate reviews within the comprehensive review of the security sector;

based on the outcome of the consultations with the representatives of NATO and the NATO member countries in the second half of 2019, submit to the President of Ukraine for consideration the Draft Laws of Ukraine on the protection of secret information and on intelligence.

4. This Decree shall enter into force on the day of its official publication.

ACTION PLAN 
for implementation of the State’s strategic course towards obtaining by Ukraine of the full membership in the European Union and in the North Atlantic Treaty Organisation 

1. Conducting dialogue with the European Union and its Member States in the relevant sectors in order to implement the strategic course of Ukraine’s obtaining full membership in the European Union.

2. Working, in cooperation with the European Union and its Member States, on the proposal for the implementation, in the framework of Eastern Partnership initiative of the European Union, of a system of additional measures facilitating Ukraine’s preparation for the obtaining of the full membership in the European Union.

 

2020

3. Working, together with the EU Party, on the issue of introducing new forms of cooperation, in the framework of Eastern Partnership initiative of the European Union, on the matters of the trade and sectoral integration, in particular, holding regular meetings at the level of representatives of sectoral Ministries of the EU Member States, Georgia, the Republic of Moldova and Ukraine.

4. Ensuring preparation, taking account of the current status of cooperation, of the proposals for revising the Association Agreement between Ukraine, of the one part, and the European Union and the European Atomic Energy Community and their Member States, of the other part, as ratified by the Law of Ukraine dated 16 September 2014 No. 1678-VII, and discussing them with the EU Party.

5. Working, together with the EU Party, on the following issues: further trade liberalization, concluding the Agreement on Conformity Assessment and Acceptance of Industrial Goods; integration into the EU internal markets in the energy and digital economy sectors; cooperation in the area of justice, freedom and security.

6. Preparing, with the involvement of the National Strategic Research Institute, and other research and development institutions, an analytical report (screening) on the status of Ukraine’s compliance with the membership criteria of the European Union; holding consultations with the EU Party concerning the carrying out of its assessment; working on and submitting, based on the outcome of the report assessment, the relevant proposals to the President of Ukraine for consideration.

7. Taking, as appropriate, measures towards expanding the sources and methods of engaging international assistance in accordance with the goals and objectives of Ukraine’s European and Euro-Atlantic integration as identified by strategic documents.

8. Taking measures to improve funding, human, material and technical support of the activities of Ukraine’s diplomatic institutions abroad, which ensure cooperation with the European Union and NATO.

9. Facilitating the development and deepening of cooperation between Ukraine and the European Union in the field of education, participation of educational institutions and authorities in charge of education management in the relevant programmes and projects of the European Union, carrying out comparative research, at European level, of education quality.

10. Facilitating the preparation and implementation of educational programs, carrying out scientific research on the matters of European history, culture, art, law, politics and economics.

11. Taking, as appropriate, measures towards expanding the presence of foreign educational institutions in Ukraine, in particular, by setting up in Ukraine a branch of the College of Europe and the Eastern Partnership European School, as well as towards further development of the European Camp in Ukraine.

12. Holding consultations with the EU Party concerning Ukraine’s potential participation in the European Union research and innovation programme Horizon Europe.

13. When preparing and revising the standards for higher education under the following disciplines: 03 ‘Humane studies’, 05 ‘Social and behavioural studies’, 08 ‘Law’, 25 ‘Military studies, national security, security of the national border’, 28 ‘Public management and administration’, 29 ‘International relations’, ensuring that the requirements are determined for educational programs on European and Euro-Atlantic integration.

14. Improving the work on increasing professional competence of public employees, local self-government officials, military servants and employees of the Armed Forces of Ukraine on the matters of European and Euro-Atlantic integration.

15. Ensuring the conduct of effective information policy in the field of Ukraine’s European and Euro-Atlantic integration.

16. Holding negotiations with the EU Party concerning the expansion of tools for Ukraine’s participation in the European Union crisis management operations under the Agreement between the European Union and Ukraine establishing a framework for the participation of Ukraine in the European Union crisis management operations, as ratified by the Law of Ukraine dated 6 March 2008 No. 137-VI.

17. Ensuring the deepening of cooperation with the EU on the matters of information security and cybersecurity, ensuring resilience of critical infrastructure, counteracting transnational crime, strengthening border control, minimization of risks in the field of migration.

18. Ensuring Ukraine’s participation in the projects implemented in the framework of the European Defence Fund, Permanent Structured Cooperation (PESCO) in security and defence, Coordinated Annual Review on Defence (CARD), as well as participation in international scientific research and innovation programmes contributing to enhancing Ukraine’s defence potential.

19. Working with the EU on the possibility to expand cooperation in counteracting misinformation, including through cooperation with the East StratCom Task Force, and enhancing institutional capacities in the field of counteracting cyber threats.

20. Working on the proposals concerning the expansion of Ukraine’s participation in implementing the NATO Science for Peace and Security Programme.

21. Ensuring, as appropriate, the preparation of the visit to Ukraine of the NATO North Atlantic Council delegation.

22. Ensuring Ukraine’s cooperation with NATO on monitoring of the status of, and mutual response to, the aggression by the Russian Federation in the Black Sea and the Sea of Azov basins.

23. Ensuring the preparation and submission of proposals concerning the application to the NATO North Atlantic Council and the NATO Secretary General on Ukraine’s accession to the NATO membership Action Plan.

24. Ensuring consideration, together with the NATO Party, of the issue of Ukraine’s accession to the NATO’s Enhanced Opportunities Programme.

25. Ensuring, with the participation of the Security Service of Ukraine and with the involvement of the NATO Representation in Ukraine, and the European Union Advisory Mission for Civilian Security Sector Reform Ukraine, the preparation of the Draft Law of Ukraine on the amendments to the Law of Ukraine ‘On the Security Service of Ukraine’.

26. The implementation of effective defence management according to the principles applicable in the NATO member countries shall involve the following:

taking measures on regulating the matters of creating an advanced system of management of the Armed Forces of Ukraine in line with the Euro-Atlantic standards and principles;

completing the creation of the system of integrated management of defence forces and military administration in the Armed Forces of Ukraine in line with the requirements of the Law of Ukraine ‘On the national security of Ukraine’,

27. Ensuring coordination of the security planning with the budgeting process be means of the following:

amending the format of plans for the maintenance and development (activities) of the Armed Forces of Ukraine by determining the priorities and the scope of investment into development of capacities of the Armed Forces of Ukraine;

clear regulation (standardization) of the organisational matters of defence planning in the defence forces;

 

October 2020

introducing the programme and project management in the defence planning system;

 

December 2020

automation of the planning and resource management processes based on the capacities of the Armed Forces of Ukraine.

28. Ensuring the carrying out by the Ministry of Defence of Ukraine of direct procurement of the products (works, services) for defence purposes through imports and implementing key infrastructure projects as follows:

concluding direct contracts with the foreign partners on procurement through imports of weapons, military equipment, material resources and services covering the needs of the Armed Forces of Ukraine;

setting up a single procurement body within the Ministry of Defence of Ukraine for purchasing weapons, military equipment, material resources and services covering the needs of the Armed Forces of Ukraine;

holding consultations concerning the procurement of high-tech (high-cost) weapon systems;

preparing the project of an autonomous military base in the east of Ukraine and a naval base at the coast of the Sea of Azov.

29. The streamlining of the structure and capacities of the Armed Forces of Ukraine shall involve the following:

carrying out analysis of the capacities of the Ministry of Defence of Ukraine, the Armed Forces of Ukraine and the Special State Transport Service, getting rid of redundant and outdated capacities, ensuring immediate development of priority combat capacities;

 

In the course of 2020

ensuring phased integration of the systems of military training, human resource management and social protection with a view to staffing the military (forces) with professional and motivated personnel;

transforming the system of mental health and psychological support in the Armed Forces of Ukraine in line with the NATO principles.

30. Preparing, including by involving the European Union and NATO experts, the concept of the state programme on the matters of psychological and social adaptation of war veteran.

31. Ensuring, in the framework of cooperation under the NATO programmes, the training of war veterans on switching from military career to civilian career.
